You are a fledgling Evoker on task from your master to gather the necessary materials for your travel inside, which has led you to the Great Bazaar, surrounded by the sounds of merchants hawking their wares, adventurers boasting about their latest exploits, and the occasional scream of someone being mugged. As you wander through the twisting alleys and crowded bazaars, you notice a cloaked figure watching you from a distance. The figure seems to be studying you intently, but when you try to approach, they slip away into the crowd.

This sounds like one of these PSA for kids: "A stranger is following you. What do you do?"

IIRC, the good answer was not to interact with them and make sure to remain in spaces where other people could see what happens and interfere if need be.
